The resolution was adopted with 134 participants voting in favor and none against, Ukrinform reports.
“As the newly established Registry of Losses begins the labor-intensive process of documenting Ukrainian losses for the international claims procedure, countries that have frozen Russian assets should transfer these assets to an international compensation fund. For the effective implementation of the procedure, an international commission should be established to review claims for compensation for losses recorded in the registry,” the document states.
The international compensation fund is planned to hold all Russian Federation assets located in Council of Europe member states as well as in non-member states, following the principles of transparency, accountability, and fairness in the allocation of funds.
The resolution calls for the creation of an impartial and effective international commission to review Ukraine’s claims and those of other affected parties for compensation for damage caused by the Russian Federation’s aggression.
PACE also encourages joint efforts by member states, international organizations, and all stakeholders to accelerate the recovery process and ensure full compensation for the multifaceted damage caused by Russia’s aggressive war.
