The Council of Europe and the European Union have announced a new joint initiative: the establishment of an advance core group to prepare the launch of a Special Tribunal for the investigation of the crime of aggression against Ukraine. This is an important step toward ensuring international justice and holding those responsible for committed crimes accountable.
The objective of this project is to create a group that will lay the institutional, logistical, and organizational foundations for the Special Tribunal, which will have the mandate to prosecute senior political and military officials for the crime of aggression against Ukraine.
A key component of the work will be the engagement of international partners and stakeholders to ensure maximum support for the tribunal. Not only the effectiveness of its work, but also the global community’s trust in the process, will depend on this support.
The European Union is allocating €10 million for the establishment of the advance core group through the European Commission’s Instruments of Foreign Policy. The project is designed for 24 months or until further funding for the tribunal is secured.
Experts note that the Special Tribunal will serve not only as a legal mechanism for accountability but also as a symbol that the international community does not tolerate impunity for crimes of aggression. It sets a precedent for strengthening international justice and upholding the principle of the inevitability of accountability.
For Ukraine, this is another step toward restoring justice and peace. The tribunal creates an opportunity for a transparent and independent investigation of crimes committed during the war and establishes a mechanism that protects the rights of victims and society as a whole.
