On March 7, NGO “Institute of Applied Humanitarian Research” held a focus group discussion among people with disabilities dedicated to their employment. The event was supported by the European program of the International Foundation “Renaissance.”
During the discussion the main problems of the disabled persons in employment were opened:
– Lack of specialists in the medical and social expert commissions (MSEC) that develop individual rehabilitation programs for the disabled persons, and therefore under the “occupational rehabilitation” for such person it is usually writtten “requires special conditions” without specifying that lead to difficulty of the employer to hire person;
– Fictitious employment (to avoid penalties for unemployment disabled people in the company);
– The scope of work for the disabled is limited by the mental labor and services;
– Low activity of disabled people in work searching;
– Stereotypes on the disabled people and their capacity;
– Ineffectiveness of current legislation on the rights of the disabled people.
