On August 1, a new stage of the “eRecovery” program was launched in the “Diia” app – Ukrainians can now apply for compensation for destroyed property. As Vice Prime Minister for Innovation, Education, Science, and Technology – and Minister of Digital Transformation – Mykhailo Fedorov reported on Telegram, previously Ukrainians could only submit an application in “Diia” for the repair of damaged property. “Now we are expanding ‘eRecovery’ for those whose housing was destroyed due to the Russian invasion. Apply to receive a housing certificate and purchase a new home – either from a developer or on the secondary market,” Fedorov noted.

To receive a housing certificate for buying a home under the “eRecovery” program, a person must be the sole owner of the property – soon the service will also cover properties with multiple owners, register the property in the State Register of Property Rights (SRPR) if it is not already registered, have real estate on territory controlled by Ukraine, report the damaged property in “Diia”, and submit an “eRecovery” application in the app.

The press service of “Diia” also explained how the new service works: a person reports the damaged property in the app or on the “Diia” portal if they have not done so yet, submits a compensation application in the app, a special commission determines the amount of compensation, and the person receives a certificate to purchase a new apartment, house, or other residential property on the primary or secondary market. “With the certificate, you need to contact a CNAP office or a notary and renounce your rights to the destroyed property. The destroyed property will be replaced with a new one, to which you will gain ownership rights,” Fedorov explained.

He also advised that if a person wants to rebuild housing on their own land, it is worth waiting before submitting an application. “Monetary compensation for reconstruction will also be available – the team is working on implementing the service. If a person receives compensation from the state, they will no longer be able to claim the same funds from reparations from the aggressor state,” added the minister.
