Today, a hybrid seminar was held at the office of the Executive Directorate of the Association. More than one hundred local council leaders and specialists from the region participated in the seminar.
The seminar was opened by Tetiana Yehorova-Lutsenko, President of the Association and Chair of the Kharkiv Regional Council, and Yevhen Ivanov, Deputy Head of the Kharkiv Regional Military Administration.
The seminar was moderated by Mykola Titov, First Vice President and Executive Director of the Association.

Serhii Zelenskyi, Board Member of the Association, Mayor of Lozova;
Vadym Hoch, Chair of the Lozova District Council;
Oksana Malysheva, Board Member of the Association, Deputy of the Kharkiv District Council;
Yaroslav Belykh, Advisor to the Association on community recovery and development, lawyer, lead expert of the NGO Institute of Applied Humanitarian Research;
Yana Brusentsova, Advisor to the Association on media relations and electoral processes;
Oleh Mykhailov, Advisor on anti-corruption and legal support for local councils.
Yaroslav Belykh, Advisor to the Association, and Anton Korotovskikh, Director of the Department of Urban Development and Architecture of the Kharkiv Regional Military Administration and Chief Architect of the region, provided participants with information on the organization of commissions reviewing applications for compensation for property destroyed as a result of Russian armed aggression against Ukraine.
Representatives of the Main Department of the State Tax Service in Kharkiv also spoke about the specifics of decision-making regarding local taxes and fees during martial law and some recent updates to tax legislation: Zoya Tsyhulova, Head of the Economic Analysis Department; Nadiia Meshcheryakova, Head of the Rental and Environmental Tax Administration of the Legal Entities Tax Department; and Viacheslav Datsenko, Head of the Personal Income Tax Department.
The seminar speakers, together with the Association’s advisors, answered numerous participant questions and provided practical recommendations on the implementation of local council powers on the discussed topics.
