The Council of the Registry of Losses Caused by the Russian Federation’s Aggression Against Ukraine (RD4U) held its third meeting in The Hague from June 10 to 14, 2024. The main focus was on adopting the rules and application forms for twelve categories. These rules and forms will come into effect after approval by the Conference of Participants.
Once approved by the member states of the Registry, it will open for submission of claims under these twelve new categories and will operate according to the new rules. Additional categories — including those related to violations of personal integrity, loss of property, income, or livelihood, business and other economic losses, loss of access to public services, loss of historical, cultural, and religious heritage, environmental and natural resource damage, as well as mine clearance and removal of explosive hazards — will be opened later.
It should be noted that the work of the Registry is the first component of a future international compensation mechanism, which may include a claims review commission and a compensation fund. Thus, the Registry represents an important first step toward ensuring timely compensation for those affected by the internationally unlawful actions of the Russian Federation in Ukraine or against Ukraine.
